London, Dec. 17, 2025 – Renowned scientists Dr. Norberto da Rocha Keppe (Austrian/Brazilian) and Dr. Claudia Bernhardt de Souza Pacheco (Italian/Brazilian) are facing barriers in the global dissemination of their work due to an active U.S. arrest warrant dating back to 1988. The warrant, stemming from a misunderstanding at JFK Airport in New York, has hindered the scientists’ efforts to share their groundbreaking research in psychoanalysis, education, and innovative physics with the world.
Despite being proven innocent, Dr. Keppe (98) and Dr. Pacheco (77) have been subject to unjust and excessive treatment from the U.S. Department of Justice. The scientists spent 3½ days in prison before receiving a hearing, during which prosecutors convinced the judge to impose high bail amounts, house arrest, and electronic bracelets, despite no concrete evidence against them for the accusation of customs violations. In response to this treatment, Keppe and Pacheco fled to France, triggering the arrest warrant, which the Department of Justice has stated they have no intention of investigating further.
The work of Dr. Keppe and Dr. Pacheco, hindered by this residual arrest warrant, is highly relevant to contemporary global challenges.
