Net Zero Carbon Buildings Standard Limited has appointed Katie Clemence-Jackson as its Chief Executive Officer. The company, which was established to own and manage the Buildings Standard, is responsible for promoting and implementing the Standard – an initiative backed by prominent organizations such as BBP, BRE, Carbon Trust, CIBSE, IStructE, LETI, RIBA, RICS, and the UKGBC.
The Standard, which defines a Net Zero Carbon Building for different sectors and building types in the UK real estate industry, has made significant progress since its Pilot Version was published in September 2024. Currently, over 200 projects are involved in a testing program to assess the Standard’s applicability in real-world scenarios of design, construction, and operation.
In May 2025, a public tender and a Pre-Qualification Questionnaire (PQQ) were issued to appoint a Verification Administrator. The administrator will be responsible for verifying the conformity of building owners and occupiers to the Standard once Version 1 is published at the end of this year.
David Partridge, Chair of the Governance Board of the Standard, emphasized the importance of establishing a solid and sustainable structure for the Standard after the publication of Version 1. He stated, “Net Zero Carbon Buildings Standard Limited (NZCBS Ltd), is a not-for-profit company set up by the Founding Members behind the Standard, to own it and to operate the process of verifying compliance, as well as keeping the Standard updated and producing future Versions of it.” He also announced the appointment of Katie Clemence-Jackson as the CEO of NZCBS Ltd, stating that her expertise and experience in the Net Zero space make her the perfect candidate for the role.
In her previous role as the Chair of the Standard’s Technical Steering Group, Clemence-Jackson played a crucial role in the development of the Pilot Version. She is also a member of CIBSE and chairs its Sustainability Special Interest Group. In a statement, she expressed her passion for promoting meaningful and measurable decarbonization in the UK built environment sector. She also acknowledged the contributions of technical specialists and industry experts in shaping the Standard and stated her commitment to continue its progress and impact in the country.
