MUNICH, GERMANY – On Thursday, November 6, 2025, the construction of a new data center dedicated to artificial intelligence (AI) began in Munich. The project is being led by Polarise, a company specializing in the development and operation of sovereign AI Factories across Germany and Europe. Deutsche Telekom will use this new facility, known as the ‘AI Factory’, as the foundation for their German ‘Industrial AI Cloud’.
Polarise is responsible for the entire infrastructure of the data center, from the initial concept to the high-density power supply and AI-centric design. This includes the construction of specialized AI servers and racks. The facility, which is currently under construction, will provide a secure, scalable, and energy-efficient infrastructure for the sovereign use of AI by German and European industries.
According to Michel Boutouil, CEO of Polarise, the new data center will be one of the most powerful AI infrastructures in Germany, and will be completed years ahead of similar projects in other parts of the country. The company is drawing on its extensive experience in providing sovereign AI infrastructures throughout Europe for the planning and implementation of this project. A similar facility was recently built in Oslo, and additional AI Factories are planned or already under construction in Bavaria, Hesse, and North Rhine-Westphalia.
“We cannot wait for the EU Gigafactories,” says Boutouil. “The race for AI will be decided today – in 2025 – not in two or three years’ time. We need to take action now.”
To ensure an agile and resource-efficient approach, Polarise is utilizing existing infrastructure in conjunction with their ‘AI Pods’, which are essentially small data centers within the larger facility. This allows for the rapid implementation of the necessary computing power while also saving time and resources on extensive new construction. The resulting infrastructure is highly scalable and designed to meet the energy-intensive demands of AI. Additionally, the waste heat generated by the AI servers will be reused, similar to the existing facility in Oslo where it is used to heat the nearby international airport. A similar district heating concept is being developed for the new data center in Munich.
The construction of the data center is expected to be completed in record time, with Deutsche Telekom planning to put the first high-performance AI chips into operation for the Industrial AI Cloud at the beginning of the new year.
